The great General Patton told his commanders that issuing orders represented no more than 10% of their responsibility. The additional 90% was to assure that the orders were properly carried out.

It is one thing to craft a strategy, it is another thing entirely to actually put it into practice. How often have organizations created strategies, seemingly sound in every respect, that failed during implementation?
